French electricity transmission operator RTE issued €1 billion in green bonds on 21 October, in two equal tranches, according to a company release published on 23 October. One tranche has a four-year maturity and a 4.125% coupon; the other matures in seven years with a 4.5% coupon. RTE said the total order book exceeded €2.2 billion, more than twice the amount issued.

The bond sale sits within RTE’s broader financing programme. The company said its borrowing costs were similar to those of French government bonds, or slightly lower for the seven-year tranche. RTE described this pricing as a sign of its credit quality and investors’ confidence in the public-interest projects it finances. The release does not give the exact spread against the relevant French Treasury securities.

RTE reported that its average debt maturity remains 10 years and its average interest rate is 2.58%. The new issue is additional to €5 billion of savings-fund loans granted by Groupe Caisse des Dépôts and €800 million of financing from the European Investment Bank. These amounts are separate financing sources listed by RTE; they are not proceeds from the October bond sale.

The company says proceeds support its investment programme to develop and adapt France’s public electricity transmission network to climate change and connect new low-carbon electricity production and consumption infrastructure. The release refers to RTE’s Green Financing Framework and a recently published allocation and impact report, which describes how funds raised through green bonds are assigned to network development projects.

For a transmission operator, investment needs include maintaining existing lines and substations while expanding connections for new power generation and demand. Climate adaptation can include making network assets more resilient to changing conditions, while low-carbon connections link the grid to new generation and electricity use. RTE did not specify which projects will receive this bond’s proceeds, how much will go to each activity or the expected construction schedule.

The two tranches give RTE funding at different maturities and fixed coupon rates. The order book records investor orders, not the amount of cash ultimately received beyond the €1 billion issuance. The company did not identify individual investor allocations or say how much of the order book came from different investor types. Bond coupons are contractual rates; they should not be read as RTE’s average cost of debt, which the company reported separately at 2.58%.

The release also places the financing within RTE’s existing capital structure, alongside its average 10-year debt maturity and the cited public-lender financing. RTE’s green framework provides its stated basis for allocating proceeds to eligible network investments, with allocation reporting offered as a separate disclosure. The announcement gives financing terms and intended uses but not a project-level breakdown of the specific €1 billion.

The issue adds a new source of long-term financing for planned grid investment at a time when electricity networks must accommodate system changes and climate risks. RTE’s announcement describes the financing and eligible uses; it does not establish that particular network upgrades have already been completed or quantify emissions reductions from the investment. Its measurable terms are the €1 billion size, the two €500 million tranches, their maturities and coupons, and an order book above €2.2 billion.
