Alabama gives Kiewit Massman Traylor notice to proceed on Mobile River Bridge

On 25 September 2026, the Alabama Department of Transportation (ALDOT), acting for the Alabama Toll Road, Bridge and Tunnel Authority, issued a notice to proceed to the Kiewit Massman Traylor (KMT) design-build team for the Mobile River Bridge and Bayway project on Interstate 10. Governor Kay Ivey announced on 29 September 2026 that she had formally authorized the start of construction. Her office described the project, with a construction cost of $3.2 billion, as the largest transportation infrastructure project in Alabama history.

The governor’s office said the notice followed the close of bond sales and federal financing earlier in September and was the final procedural step before construction. On 2 October 2026, ALDOT said state, federal and local leaders broke ground at Cooper Riverside Park in downtown Mobile, and that KMT had begun mobilizing after the notice to proceed. Governor Ivey was joined by U.S. Transportation Secretary Sean P. Duffy.

ALDOT described the $3.2 billion Phase One as a new six-lane, cable-stayed Mobile River Bridge, improvements to key interchanges and traffic flow, and restriping of the existing Bayway to provide six lanes of capacity across Mobile Bay. A new Bayway structure is planned for a future phase. ALDOT said construction is expected to take five years. Neither source states the design-build contract price.
