Parsons wins $85 million owner’s advisor deal for Space Command HQ in Alabama

On 29 September 2026, Parsons Corporation announced that Army Contracting Command – Rock Island, in coordination with the Air Force Civil Engineering Center, selected it to provide Owner’s Advisor support for the progressive design-build development of U.S. Space Command’s new headquarters at Redstone Arsenal in Huntsville, Alabama. The initial agreement is an Other Transaction Authority (OTA) agreement worth $85 million, with a 75-month performance period.

Parsons said it will provide program and construction management support during planning, design, construction and operationalization, overseeing project execution for the government and helping manage scope, cost, schedule, quality and risk. The headquarters is a 950,000-square-foot campus that will include a command-and-control facility, a fusion center, a visitor control center and supporting infrastructure for 24/7 operations. Parsons said the campus will support up to 1,800 personnel.

The release calls the agreement one of the Air Force’s first uses of an Owner’s Advisor delivery approach and says it will oversee one of the Department of War’s largest progressive design-build initiatives. Parsons advises the government rather than building the facility, and the release does not name the design-build team. It also says the accompanying image is a conceptual rendering and the design remains subject to change.
