Skanska wins $271.2 million Coast Guard pier contract at Newport

On 29 September 2026, Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic said it had awarded Skanska USA Civil Northeast Inc., of Waltham, Massachusetts, a $271.2 million firm-fixed-price contract for construction of a U.S. Coast Guard Offshore Patrol Cutter homeport pier at Naval Station Newport in Rhode Island. Skanska announced the contract on 2 October 2026 and said work has begun, with completion anticipated in March 2030.

Skanska said the project replaces the existing Pier 1 at the active Navy installation. It covers demolition of the existing pier, which measures about 30 meters by 482 meters (100 feet by 1,580 feet), and construction of a new pier of about 24 meters by 305 meters (80 feet by 1,000 feet) that can berth four Coast Guard Offshore Patrol Cutters. The new pier will have substations, water and wastewater connections and a compressed air system, and the scope also includes site improvements, dredging and underground utilities.

NAVFAC said the maximum value, including the base price and four options, is $271,226,000, and that Coast Guard funding in that amount will be obligated at award. It said the contract was competitively procured through the SAM.gov website, with three offers received. Skanska said the contract value will be included in its U.S. order bookings for the third quarter of 2026.
