Granite-Super JV wins $324.8 million Big Creek Tunnel contract in Cleveland

Granite announced on 1 October 2026 that the Granite-Super Joint Venture, formed by Granite and Super Excavators, has been awarded a contract by the Northeast Ohio Regional Sewer District (NEORSD) for the Big Creek Tunnel project in Cleveland, Ohio. Granite put the contract value at approximately $324.8 million. Granite said construction is scheduled to begin in fall 2026 and is expected to be completed in winter 2030.
The tunnel is part of NEORSD’s Project Clean Lake, a $3 billion, 24-year program begun in 2011 to improve water quality in the region, and is the last of seven large-diameter combined sewer overflow storage tunnels built under it. Granite’s scope includes 22,300 linear feet of 20-foot-diameter tunnel and 3,115 linear feet of ancillary tunnels, such as adits, an overflow tunnel, a connecting tunnel and a dewatering tunnel.
The work also covers major structures, including multiple shafts, diversion structures, gate and screening structures, gate control vaults, consolidation sewers and an overflow box culvert, along with sitework, restoration and utilities. Granite said that, once complete, the project will eliminate 550 million gallons of combined sewer releases annually; the figure is a forward-looking statement, not a measured result.
