The Democratic Republic of the Congo government signed two rail documents with Africa Finance Corporation (AFC) in Dubai on October 12. A transport-ministry document reported by the Congolese Press Agency on October 13 says the joint development agreement covers a 25-kilometre electrified double-track MetroKin phase between Gare Centrale and N’Djili International Airport; the phase is valued at US$877 million.

The first-phase plan includes eight stations, 52 footbridges, a thermal power plant, new bridges and drainage works, and a rail viaduct over Boulevard du 30 Juin. The second document is a separate memorandum of understanding for preparing and financing a feasibility study for the Kinshasa–Banana railway. The stated amount is not money already spent or a construction contract; the 300-kilometre MetroKin network is a longer-term citywide plan.
