The boards are to be chaired by the Union labour minister and include representatives of central and state governments, aggregators, employers, civil society, workers’ unions and gig and platform associations. Their duties include recommending suitable welfare schemes and advising the central government on matters referred to them under the Code.
They must meet at least three times a year, monitor centrally administered welfare schemes, review state-level record keeping and examine fund expenditure and accounts. The release sets out institutional responsibilities; it does not publish individual benefit amounts or a payment timetable. Constitution of the boards should therefore be distinguished from the delivery of a particular cash benefit.
