EU customs reform enters into force with data-hub and parcel-fee timetable
The new rules establish a common customs code and EU Customs Authority while phasing in a shared data hub.

The European Commission’s Cyprus representation said the customs reform entered into force after the recast Union Customs Code was published in the Official Journal on 19 September; the EU Customs Authority was legally established on 20 September. The Customs Data Hub is scheduled to handle e-commerce from July 2028 and other trade by 2031 at the latest.
The Commission estimates the system could save member states about €2.3 billion a year in operating costs and businesses €2.58 billion a year in administrative costs. An EU-wide handling fee for small parcels is due to begin in November 2026, with the fixed amount to be set later through a delegated act.
