Brazil creates modernisation funds for four justice institutions

On 4 September, President Luiz Inácio Lula da Silva signed laws establishing four funds for the federal justice system, the Superior Court of Justice, the federal public defender and the federal prosecution service. The money may support infrastructure and technology, equipment, software and staff training.

The package also changes federal court fees to 2–3% of a claim’s value, with a minimum of 193.20 reais and a maximum of 107,332.80 reais. People earning up to 5,000 reais a month at the time receive a presumption of inability to pay for court costs when seeking legal aid, subject to individual review. The president vetoed some provisions on fund revenues.
