The financing consists of a concessional loan of USD 35 million from the Asian Development Bank, an EU grant of EUR 15.4 million (reported by the source as approximately USD 16.94 million) and a USD 5.5 million grant from the Japan Fund for the Joint Crediting Mechanism. The agreements were signed at the General Treasury in Colombo on 1 October.

The Ministry of Energy will implement the programme with Electricity Distribution Lanka and Lanka Electricity Company during 2026–2030. It includes 25 MW of aggregated photovoltaic capacity through virtual net metering, advanced metering infrastructure, distributed energy resource management and distribution control centres. Low-loss conductors and battery storage are also planned in the Negombo area.
