SHARAKAT, the Saudi Water Partnership Company, which is owned by the Ministry of Finance, announced on 28 September 2026 that it received five competitive bids for the Riyadh East Independent Sewage Treatment Plant (ISTP) project in Riyadh. The bids came from consortia of local and international companies. They are Miahona Company, Marafiq and Bin Omairah Holding; GS Inima Environment SA and Alkhorayef Water and Power Technologies; Metito Utilities Limited, Etihad Water and Electricity Company PJSC and TamimCo; Suez, Civil Works Company and Al Awael Modern Contracting Company; and Lamar Holding WLL and China Harbour Engineering Company.

The proposals will now be evaluated to determine the winning consortium. After preferred bidders are announced, agreements will be signed, and development is expected to start in 2027, with commercial operations targeted for 2030. The initial design capacity is 200,000 cubic metres per day, expandable to 400,000 cubic metres per day.

The project follows a build-own-operate-transfer model for 25 years under a public-private partnership, after the request-for-proposal documents were issued in October 2025. It also includes treated sewage effluent reuse systems, including a transmission pipeline. The release does not say which consortium member would act as EPC contractor.
