Published on 12 October, the call considers whether greater variation in customer use and supplier costs warrants a review of the current multi-rate cap methodology. Ofgem says time-based price signals, such as lower overnight rates, can affect when customers use electricity.

The document outlines three broad options for a time-of-use approach and the trade-offs they involve. It is not a price-cap decision or a new price announcement; Ofgem is accepting responses until 20 November 2026.
