EU Council adopts return rules for people with no right to stay

New EU rules set common return procedures; member states may establish return hubs in non-EU countries and must respect fundamental rights.

On 1 October, the Council gave final approval to new rules for returning people who have no legal right to stay in the EU. The measure sets common return procedures and is intended to complement implementation of the migration and asylum pact.

The rules allow member states to establish return hubs in countries outside the EU and include stricter provisions for people considered a security threat. The Council said all return measures must fully respect fundamental rights; the rules were expected to enter into force in the coming weeks.
