EU states prepare first joint AI project

The European Commission said 19 member states have designed the first Important Project of Common European Interest in artificial intelligence and will pre-notify it under state-aid rules.

The project is intended to develop decentralised AI services that can be accessed jointly, spanning layers from compute management to applications. Germany is coordinating the initiative.

The Commission said 11 participating countries that plan to provide state aid to direct participants would begin pre-notification in September 2026. That step is not an approval: the Commission will assess eligibility and compatibility afterward.
