CSCEC ME signs AED 5 billion contract for Dubai Holding headquarters and residences

Dubai Holding announced on 9 September 2026 that it signed an AED 5 billion construction contract with CSCEC ME to deliver its new Dubai headquarters and the 754-residence Jumeirah Residences Emirates Towers.

Dubai Holding announced on 9 September 2026 the signing of an AED 5 billion construction contract with China State Construction Engineering Corporation Middle East (CSCEC ME). It described the building contract as the largest it had awarded up to that date. Dubai Holding’s chairman, Sheikh Ahmed bin Saeed Al Maktoum, witnessed the signing.

The contract covers delivery of the group’s new headquarters and of Jumeirah Residences Emirates Towers. The headquarters, designed by Skidmore, Owings & Merrill, has a circular form organised around a central open-air atrium and a landscaped courtyard, and is scheduled to open in 2029. Jumeirah Residences Emirates Towers is a Meraas residential development designed by SCDA Architects, with 754 branded residences in two towers at the same location. Handover is scheduled for 2030.

The release does not say how the AED 5 billion is divided between the headquarters and the residential towers, or when construction starts. Dubai Holding said CSCEC ME has operated in the UAE since 2003.
