China published a 2026–2030 implementation plan to coordinate digitalisation and green transformation. It addresses efficiency in data and computing infrastructure and resource use in AI development.

The plan calls for research into enabling technologies such as storage, data compression and distributed-training frameworks. It also calls for progress in high-bandwidth memory, fast interconnects and low-power computing.
