China’s industry ministry outlines an AI-plus-software action plan

China’s Ministry of Industry and Information Technology held a press conference on 11 September about its “AI + Software” special action plan. The ministry said it had prepared the plan to support development of the software and information-services industries.

The plan calls for better AI coding tools, upgrades to foundational and industrial software, and support for general, specialized and sectoral software agents. Computing services, high-quality datasets and open-source collaboration are also among its workstreams.

The ministry targets application coverage of 20,000 large software enterprises and 100 benchmark software-agent applications in key industries by 2028. These are future policy targets, rather than reported adoption outcomes.
