Innovation, Science and Economic Development Canada announced two venture and growth capital initiatives on October 22, with CAD$1.75 billion in stated federal funding. The first, the $1 billion Venture and Growth Capital Catalyst Initiative (Growth VCCI), is scheduled to begin providing cash in 2026–27. The second is a separate $750 million Early and Growth Stage Investment Strategy intended to address financing gaps for companies as they scale.

Growth VCCI divides its billion dollars among three streams: $700 million for a fund-of-funds approach intended to attract pension funds and other institutional investors; $200 million for Canadian venture funds targeting life-sciences companies; and $100 million for emerging managers, including those outside traditional venture hubs or focused on strategic sectors. The first stream’s expression-of-interest call is open until noon Pacific time on January 21, 2027.

The government expects the $700 million fund-of-funds stream to attract at least $2.1 billion in additional private investment. That amount is a leverage expectation, not financing already closed or a guaranteed return. The program describes risk-sharing and performance exposure for private investors. Fund managers will be selected through the application process, and the release does not identify companies that have received Growth VCCI investments.

The separate $750 million strategy has $75 million for pre-seed and seed investment and $675 million for later and growth-stage investment. The first stream is designed to support Canadian companies progressing toward Series A and beyond. The larger stream is intended to help later-stage firms grow while remaining anchored in Canada. The Business Development Bank of Canada will administer investments in Canadian funds on the federal government’s behalf.

Design of the later-stage stream remains under consultation. The government and BDC are seeking stakeholder feedback until November 23, 2026, and have published a discussion guide on possible design considerations. The announcement therefore sets out a funding envelope and policy direction, while part of the strategy’s detailed structure is still being developed. It does not name selected funds, portfolio companies or individual award amounts.

Across both initiatives, the government anticipates at least $3.8 billion in private capital and more than $5.5 billion in combined public and private investment. Those are projections dependent on investor participation and implementation. They are distinct from the $1.75 billion in announced federal funding and from actual cash disbursements, which will take place through later program steps.

The plan targets different points in the company financing cycle, from pre-seed to later growth, while aiming to deepen Canada’s domestic venture-capital pool and attract institutional capital. Its stated allocations show planned streams, not the eventual distribution by province, industry or company. The release reports no realized investment returns, funded-company count or jobs already created, and it does not guarantee that supported firms will remain in Canada.
