Brazil enacts critical-minerals policy and interministerial council

On 16 September, President Luiz Inácio Lula da Silva enacted Brazil’s National Policy for Critical and Strategic Minerals. It seeks to increase domestic value creation by encouraging mineral exploration and extraction as well as processing, transformation and urban mining.

The law created the National Council for the Industrialisation of Critical and Strategic Minerals (CIMCE), linked to the Presidency. The council will prepare a national plan, select and approve priority projects, and update the list of critical minerals, with representatives from federal bodies, other levels of government, business and academia. The National Mining Agency retains its regulatory, inspection and licensing powers.
