The WHO Hub for Pandemic and Epidemic Intelligence published a 2026–2030 strategy describing how it plans to help countries detect, understand and respond to health threats. The document says the Hub, established in Berlin in 2021, works with more than 160 Member States and 190 partner organizations and networks. Its ambition is to detect and understand a new threat within 24 hours of emergence.

The strategy sets four objectives: stronger surveillance systems, faster detection through innovation, better-informed decisions through analytics and knowledge translation, and trusted digital foundations. Five initiatives cover surveillance, open-source intelligence, analytical collaboration, pathogen surveillance and digital capabilities. These are strategic plans and an ambition, not evidence that all countries can currently meet the 24-hour target.
