The ministry responsible for local government in England began reviewing reorganisation plans in light of new legal advice and the government’s priorities. Plans for Essex, Hampshire, Norfolk and Suffolk were withdrawn; proposals in 14 other areas, as well as Cambridgeshire and Peterborough and West Sussex, were paused during the review.

The ministry said local elections in May 2027 would proceed on existing council boundaries. Surrey’s reorganisation was excluded from the review, and the planned East and West Surrey unitary authorities were still due to begin operating in April 2027. The announcement paused or withdrew specified plans; it did not cancel every local-government reform.
