Ministers said on 29 October that they were minded to proceed with local-government reorganisation in five English areas, allowing at least three weeks for further representations before final decisions. The proposals cover East Sussex with Brighton and Hove, Gloucestershire, Oxfordshire, Warwickshire and Worcestershire.
The preferred structures comprise two unitary authorities for East Sussex and Brighton and Hove, one for Gloucestershire, three for Oxfordshire and two each for Warwickshire and Worcestershire. Boundary changes form part of some proposals; the East Sussex arrangement excludes the requested change involving Falmer parish.
Another 15 areas remain under review, including nine whose earlier decisions are now withdrawn for reconsideration. Elections are planned on existing boundaries in May 2027, followed by shadow-council elections in May 2028 and new councils in 2029. The announcement leaves Surrey’s two new authorities due in April 2027 unaffected. It therefore describes an intermediate decision stage rather than completed reorganisations.
