Adif tenders design work for accessibility and renewal at El Escorial station

The €983,790 procurement covers preparation of a construction project for platforms, an underpass, the historic station building and access areas; it is not a works award.

Spain’s rail infrastructure manager Adif has opened a €983,790 tender to prepare the construction project for accessibility improvements and other upgrades at El Escorial station in Madrid, on the C-8a commuter line. The 23 October announcement marks the start of a design-procurement step under the Madrid Commuter Rail Plan. The amount is the stated procurement budget; the tender is for project drafting, not construction, and does not mean the station works have been awarded or begun.

The future design is to cover adjustments to the station platforms and refurbishment of the underpass, which serves both as a station entrance and as an urban passage. Adif also plans to include rehabilitation and adaptation of the historic station building, improvements to the exterior parking area and the urbanisation of the railway grounds. The release describes the scope to be developed in the design project; it does not provide final engineering plans, construction dates or a total works budget.

Access routes on both sides of the station are also included. The tender brief names Santa Rosa Street and Gómez del Campo Street and calls for changes to the surrounding area to improve accessibility and connections. Adif says the design should give the elements of the railway precinct a coherent architectural treatment and integrate them functionally. No lift count, platform length, passenger-capacity target or accessibility completion date is given in the announcement.

The station is on Madrid’s C-8a commuter service. Adif places the initiative within a broader set of works on the line: the agency says a full remodelling of nearby San Yago station is already under way, with investment exceeding €3.8 million. It also cites plans to install 1.8 kilometres of new fencing near the municipalities of El Escorial and Zarzalejo, with investment above €800,000. Those are separate activities and budgets; they are not included in the €983,790 project-design tender.

Adif says the station initiative could receive co-financing from the European Regional Development Fund (ERDF). The wording is conditional, so the release does not establish that European funds have been approved or secured. Likewise, the tender’s budget does not represent money already spent. Any construction phase would depend on completion of the design and a later procurement decision; the announcement does not give a schedule for that next stage.

The proposal spans a historic passenger building, an underpass with an urban role, platforms, parking, public-space works and two street approaches. It is therefore a planning and design contract with several elements rather than a report that a single accessibility feature has been installed. The source does not quantify the number of passengers expected to benefit or specify the technical solution for each access point. The concrete milestone on 23 October is that Adif tendered the project-drafting service, with works still to be defined.

Methodology

Adif procurement published 23 October 2026 for drafting a construction project at El Escorial station. The stated €983,790 is the procurement budget for design services, not an awarded construction contract, disbursement or completed works. The announcement gives no build schedule, final work budget, technical performance targets or passenger-beneficiary count. Separate San Yago station renewal and El Escorial/Zarzalejo fencing budgets are contextual projects and are not included in this tender. Potential ERDF co-financing is conditional, not secured.
