Philippines opens nationwide consultations on bill to raise tax exemption threshold

The proposed ProGRESS package would increase the personal income-tax exemption, exempt small businesses from minimum corporate tax and expand selected excises.

The Philippine Department of Finance began its first nationwide stakeholder consultation on the proposed ProGRESS tax package in Manila on 3 September. The bill would raise the annual personal income-tax exemption threshold from PHP 250,000 to PHP 350,000 and could provide savings of up to PHP 17,500 per bracket for eligible taxpayers.

The proposal also exempts micro and small businesses from the minimum corporate income tax, raises excise on vehicles worth more than PHP 8 million and applies a 15% global minimum tax to large multinational groups. The department said it would continue consultations in other regions before refining the bill; about 300 participants attended the Manila session.
