The Secretariat of the Pacific Regional Environment Programme (SPREP) facilitated the meeting, with funding from Australia. Participants discussed negotiation themes and regional coordination. A ministerial pre-COP led by Fiji, Tuvalu and Australia was planned for Nadi on 5–8 October, with a leaders' segment in Tuvalu.

SPREP's 2 October account said island negotiators emphasized the Paris Agreement's 1.5°C goal and its connection to Pacific communities' survival. This was the participants' policy position, not a new climate forecast. The UN climate convention's COP31 is scheduled for Antalya on 9–20 November 2026.
