The open consultation, published on 12 October, asks about the register’s intended outcomes, use cases, design principles and minimum functional requirements. Ofgem also presents shortlisted delivery options and its emerging, not final, assessment of a preferred model.

The regulator invites responses from distribution network operators, NESO, Elexon, ElectraLink and flexibility service providers. A draft impact assessment is also open for feedback on its evidence, assumptions and analysis. No register or delivery model has been approved; responses are due by 7 December 2026.
