Mexico opened 2.06 million criminal investigation files in 2025
INEGI’s federal and state justice census counted 2,064,775 investigation files opened in 2025, 3.5% fewer than in 2024.

IllustrationMexico’s National Institute of Statistics and Geography (INEGI) released results from its 2025 federal and state justice censuses on October 1. The federal Attorney General’s Office reported 84,144 new investigation files and state prosecutors 1,980,631. A total of 2,102,812 offences were recorded in opened files; that count differs from the number of files because one file may contain more than one offence.
At the end of 2025, 2,916,624 procedures remained pending in initial or supplementary investigation. The figures come from a national census of administrative records held by federal and state prosecutors. INEGI said on October 2 that it had replaced the results report to remove an incorrect statement that Guanajuato had not supplied police personnel data; the state’s data had been included in the results published on October 1.
