Mali sets up national coordination for its livestock security strategy

Mali’s livestock minister opened the first session of a national steering committee for a strategy to secure and stabilize transhumant herds. Its 2025–29 action plan is budgeted at CFA 8 billion, including a planned CFA 1 billion allocation for 2027.

Livestock and Fisheries Minister Youba Ba opened the first session of the national steering committee for Mali’s strategy to stabilize and secure livestock on 1 October, according to the Malian Press and Publicity Agency (AMAP). The strategy’s framework provides for national, technical, regional and local coordination bodies to address risks including insecurity along transhumance routes, climate pressures, shrinking pasture and farmer-herder disputes.

The five-year 2025–29 action plan is budgeted at CFA 8 billion. AMAP reported CFA 600 million planned for 2025–26 and CFA 7.4 billion for 2027–29, with CFA 1 billion slated for 2027 after funding adjustments. These are planned allocations, not evidence of disbursement or spending.

The strategy aims by 2034 to improve conditions for transhumant livestock and production. The minister asked the committee to identify financing and implementation guidance; the report said two livestock perimeters were completed in 2025 and two more were announced for 2026.
