Iraq's Oil Ministry attributed a halt in crude-oil supplies to Jordan to a mismatch between the crude grade and refinery specifications. Ministry spokesperson Salim al-Rikabi told the Iraq News Video Agency on 12 October that Jordan had previously received Kirkuk light crude, which suited its refinery operations, but that this grade was no longer available in sufficient quantities.

Iraq offered Basra medium crude as a substitute. Al-Rikabi said Jordan had informed Iraq that its refinery could not operate on that grade. The ministry's explanation identifies crude compatibility as the reason for the suspension and gives no date for a possible resumption.
