European Commission proposes innovation act on finance and R&D procurement

The Commission proposal would create common intellectual-property valuation and a digital marketplace, and make cross-border R&D procurement easier.

On 9 September, the European Commission presented its proposed European Innovation Act. It aims to improve financing for innovative companies through a common EU framework for valuing intellectual property, a digital marketplace connecting buyers and sellers, and expert support.

The Commission estimates these tools could unlock €10.2 billion in additional financing and about €35 million in annual administrative savings. The proposal also seeks to enable joint research-and-development procurement by public buyers in different member states; the Commission estimates this could add €25.92 billion in annual company profits and save public buyers €1 billion a year. These are projections, not realised outcomes.
