Ethiopia's Water and Energy Minister Habtamu Itefa said on 1 October that a national committee had been formed to assess economic losses and foregone development opportunities linked to Nile water projects. In an interview with ENA, he said the committee had identified more than 22 projects, including the Grand Ethiopian Renaissance Dam, and was compiling evidence related to the claims.

Itefa said the assessment involved experts, former ministers, advisers and legal professionals. The committee would examine claims of project obstruction as well as Ethiopia's conservation and water-management contributions, he said, describing negotiation and mutual understanding as the preferred path. The allegation that Egypt obstructed projects is reported as the minister's claim, not as an independently verified finding.
