EDA chairman Ali El-Ghamrawy witnessed the signing during a visit to Minhai’s facilities in China on October 1. He toured the company’s PCV-13 production line, and the parties also discussed possible technology transfer and technical expertise exchange.

The authority connected the agreement to Egypt’s 2024–2030 vaccine-manufacturing strategy. It said the partnership aims to develop capacity and expertise, support pharmaceutical supply security and expand access to regional and international markets; it did not announce a production start date or volume.
