Colombia’s tax and customs agency said it was expanding operational and digital capacity after requests for VAT refunds tied to hybrid and electric vehicle purchases rose beyond initial projections. It said the pool of vehicles covered by the benefit had grown from 19 in 2024 to about 92,000.

DIAN said it assigned more than 6,600 refund appointments in August and September, with weekly allocations rising from 422 at the start of the period to more than 1,300 toward its end. It is staggering appointment releases to limit automated blocking and testing a document-screening tool in Bogotá before a planned trial in Medellín.
