China’s National Energy Administration published details and a Q&A on its policy for integrating coal-fired power with new energy on 21 October. The implementation opinion itself was issued on 28 September. It sets out five integration scenarios, along with technical requirements and supporting measures.
The policy says integration must preserve coal plants’ ability to support and regulate the power system, and renewable capacity should match flexibility improvements from upgrades. The scenarios cover renewable-power delivery, clean heat, offshore wind connections and replacing coal plants’ own energy use with renewable energy.
