Canada and UAE sign strategic partnership and trade agreement

Canada and the United Arab Emirates announced a new strategic partnership and signed a comprehensive economic agreement during the Crown Prince of Abu Dhabi’s visit to Ottawa, the Prime Minister’s Office said October 27. The agreement, known as CEPA, covers trade in goods and services, while the partnership also sets out cooperation in energy, technology, education, defence, diplomacy and cultural exchange. The visit produced separate defence and diplomatic-training memoranda and a renewable-energy cooperation arrangement. The announcements broaden the relationship, but the trade agreement is signed and not yet in force; Global Affairs Canada says it is expected to take effect in 2027.
The CEPA would reduce or remove tariffs on more than 99% of current Canadian exports to the UAE once fully implemented, according to the Prime Minister’s Office. Global Affairs Canada’s summary gives a more detailed staged picture: the UAE would provide preferential access covering 93.4% of tariff lines and 93.6% of current Canadian exports when the agreement enters into force, with duties ultimately removed on over 97% of tariff lines covering more than 99% of current exports. Those are different measures and time horizons. The headline export coverage describes the final outcome, not the share that would become duty-free on day one.
The agreement covers more than tariff schedules. Its negotiated provisions include customs and trade facilitation, origin rules, sanitary and phytosanitary measures, technical standards, services, financial services, digital trade, intellectual property, procurement procedures, competition policy, labour and environmental protections, and dispute settlement. The services chapter uses a positive list of commitments, which identifies sectors where access is offered rather than applying a broad default. The text also includes a prudential exception for financial regulators and preserves public-health, safety and national-security measures in areas such as temporary business entry.
Agricultural market access is one of the most concrete export components. Global Affairs Canada says preferential treatment would cover 98.7% of current agricultural exports, with tariff elimination for products including pulses, canola seed, potatoes, beef and prepared foods. It also says Canada did not grant additional access for supply-managed goods. The agreement’s labour and environment chapters set out cooperation and domestic enforcement commitments, while a chapter on Indigenous Peoples provides for cooperation to increase Indigenous participation in trade and investment and recognize applicable rights. These provisions describe negotiated rules and collaboration; they do not guarantee that particular businesses will export or that projected investment will occur.
The strategic partnership adds institutional and security channels alongside the commercial agreement. Canada and the UAE signed a defence-cooperation memorandum that modernizes an earlier arrangement and covers military training, policy dialogue, joint exercises, defence industry, cybersecurity and information exchanges. A joint military committee is meant to guide implementation. Global Affairs Canada and the Anwar Gargash Diplomatic Academy signed a separate memorandum on diplomatic training and education, including collaboration on artificial intelligence and digital tools in diplomacy. The two governments also said they would begin negotiations on extradition and mutual legal assistance instruments; those treaties have not yet been concluded.
Three commercial arrangements announced during the visit connect the broader strategy to transport, energy and business links. DP World, Arctic Gateway Group and CentrePort Canada signed a memorandum to explore opportunities for a corridor joining the Port of Churchill, Hudson Bay Railway, CentrePort Canada and DP World’s logistics network. Natural Resources Canada and renewable-energy company Masdar announced an energy cooperation arrangement. Invest in Canada and the Abu Dhabi Chamber of Commerce and Industry agreed to share information, connect interested members and coordinate visits. Each is a framework or memorandum; the government release does not specify a project budget, construction commitment or completed investment for these arrangements.
The announcement builds on earlier steps. The two governments began CEPA negotiations in November 2025 after Canada’s notice of intent and published objectives to Parliament; the investment-protection agreement entered into force on May 19, 2026. Negotiations concluded in July, followed by signature in October. The official status page lists the CEPA as signed but not in force, and says the parties expect it to take effect in 2027. That distinction matters for exporters: preferential rates, regulatory commitments and services access do not become operative merely because leaders signed the text. The next phase involves domestic processes and implementation by both governments.
The package signals Ottawa’s effort to diversify trade and attract capital through a Gulf partnership, while tying trade to defence, energy and diplomatic cooperation. Government statements project stronger trade and investment, but those are expected outcomes, not observed effects. The initial agreement should be judged through its implementation: whether tariff schedules and procedures take effect as planned, whether the promised committee and sectoral channels operate, and whether companies use the new market access. For now, the concrete development is the formal signing and the set of cooperation frameworks; the trade regime itself remains prospective.
