India and Mexico have signed terms of reference launching negotiations for a preferential trade agreement, India’s commerce ministry reported on 28 October. The document sets the proposed talks’ scope, framework, modalities and roadmap.
Negotiating areas include goods market access, rules of origin, customs procedures, trade facilitation, dispute settlement, sanitary and phytosanitary measures, technical barriers and trade remedies. The sides discussed opportunities across automotive products, chemicals, electronics, pharmaceuticals, agri-food, energy, critical minerals and medical devices.
The delegations also considered a Mexican business mission to India in the first quarter of 2027. That mission remains a proposal. Signing negotiating terms begins a process; it does not mean a preferential trade agreement is concluded, tariff concessions are in force or expected investment has already materialised.
