Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP) held an online workshop on October 22 to review the rules for the Fuel Movement Log, or LMC, used by retail sellers of automotive fuels. The agency said the meeting gathered market input for a revision of Resolution 884/2022, as required by National Energy Policy Council (CNPE) Resolution 10/2026. The workshop did not finalize amendments or launch a new reporting system.

One central question was whether fuel-movement data should be submitted only online. ANP identified two possible approaches: a system in which retailers enter information online, or direct transmission of data to the regulator. Its announcement did not select either option, identify a supplier or set an implementation timetable. The release therefore describes alternatives under consideration, not an adopted compliance rule.

Participants also discussed how often information should be submitted and which data could be aggregated in the LMC. Those choices shape the balance between reporting costs and the detail available for oversight. Less frequent submissions or summarized records could reduce administrative effort, while affecting how closely authorities can follow movements among receipts, sales and inventories. ANP published no final data schema or quantitative impact assessment with the workshop notice.

ANP says Resolution 884/2022 established the LMC for retail sellers of automotive fuels. Such a record provides a common administrative basis for monitoring fuel movements at the retail level. Online submission could change when and at what level of detail records reach the regulator, while leaving the underlying duty to keep records intact. The October notice does not say that retailers would stop maintaining movement records or that existing obligations have been repealed.

Market participants could submit comments through ANP’s questionnaire until October 31. That is a consultation window to inform the regulator’s review; it is not evidence of a final decision, sector consensus or a scheduled changeover. A proposed text, impact analysis and details on data security and system interoperability would be needed to show what the eventual requirements mean for retailers and software providers.

The issue matters less as an immediate fuel-price event than as a question of how retail supply is made administratively traceable. More consistent electronic data could support supervision and market analysis, but online filing alone cannot guarantee reliable monitoring without safeguards for data quality, outages, corrections and integration across point-of-sale systems. ANP’s October 22 notice confirms that these design choices were being discussed, while leaving their outcome open.
