Alcatel-Lucent Enterprise (ALE) announced Rainbow Premium on 22 October, describing it as a sovereign artificial-intelligence layer for its Rainbow communications platform. The company says the service is hosted and governed entirely in Europe. It is aimed at public-sector and mission-critical organizations seeking AI features within an existing collaboration environment.

For existing Rainbow customers, ALE says the premium layer fits into the current setup: devices, applications and the user experience stay the same, with no migration or workflow change. The company places the AI functions inside its European data-centre environment. Its intended users include public administrations and organizations with mission-critical communications, where meeting records, voicemail and documents may contain sensitive material.

The first release includes meeting transcription and summaries, live captioning and translation, voicemail transcription, document translation and administrator-configured prompts. ALE says meeting summaries can be created with a customer’s own prompt. The company describes the functions as tools to record discussions, make spoken content accessible, translate documents and adapt generated outputs to an organization’s context. These are descriptions of product functions supplied by ALE; the release does not report comparative tests of their accuracy.

ALE lists six interface or service languages for the first release: English, French, German, Spanish, Italian and Portuguese. For live captioning and translation, it says subtitles can be delivered across five languages simultaneously. The six-language availability and five-language simultaneous-caption statement refer to different capabilities.

ALE says Rainbow Premium processes sensitive business data and meeting content in European data centers. The company presents this location and governance model as a way to keep data under European control while adding AI functions to Rainbow. It links the offer to European data-sovereignty concerns and to regulatory frameworks named in its release. Those are supplier statements: they do not certify that every customer configuration satisfies every legal obligation. Organizations would still need to assess their own use, contracts and data flows.

ALE says Rainbow holds ISO 27001 certification and national security certifications in France (HDS and ANSSI CSPN), Germany (BSI C5), Spain (ENS) and Italy (ACN). It also says the platform meets GDPR, HIPAA and FERPA requirements; these statements are attributed to the company and are not an independent legal determination. ALE International operates under the Alcatel-Lucent brand, is headquartered in France and says it has more than 3,000 business partners worldwide and over one million customers. Those company profile figures describe ALE’s wider business, not Rainbow Premium deployments.

The launch places the product within a wider debate over European control of cloud and AI infrastructure. ALE cites a Gartner projection that European sovereign-cloud infrastructure spending would rise 83% year over year, from $6.9 billion to $12.6 billion. That forecast is attributed to Gartner by ALE and is not a measured result of Rainbow Premium.
