U.S. federal R&D obligations fell 2.1% in FY2023

NCSES reported that U.S. federal agency R&D obligations fell from $190.5 billion in FY2022 to $186.4 billion in FY2023.

The Department of Defense reported $85.9 billion, HHS $52.5 billion and the Department of Energy $16.1 billion. The five largest agencies made up 93% of the total.

Obligations are amounts federal agencies committed to fund; they are not the same as measured R&D performance expenditures. The preliminary FY2024 total was estimated at $195.7 billion.
