Sudan central bank changes gold-export rules for mining-tailings companies

The September 21 circular sets sale channels and deadlines for collecting and holding export proceeds.

The Central Bank of Sudan changed rules for gold from mining-tailings companies in circular 18/2026 dated September 21, 2026. Companies may sell their entire gold output to the central bank, its authorized representative or exporters. Banks may complete advance-payment exports using the gold-export price set daily by the central bank.

The circular also permits confirmed sight letters of credit subject to stated conditions; proceeds must be recovered on acceptance of documents or no later than 30 days after shipment. After receipt, proceeds may stay in the gold-export account for at most 21 working days. Banks must obtain written central-bank approval and meet the other requirements before completing exports; the circular takes effect on its issue date.
