The World Food Programme said armed youth in Chuilbong, Ayod County, assaulted and threatened two humanitarian staff members at gunpoint on September 29, blocking a river convoy carrying food assistance toward Mogok. WFP said local authorities were present but could not guarantee safe passage or effective control of the route.

The agency said it instructed the convoy team to offload the commodities under duress to protect staff after negotiations failed to secure passage. WFP estimated that 162.54 metric tonnes of food, intended to feed 19,590 vulnerable people in Mogok for one month, were unloaded. The release describes a security obstruction; it does not say the food was destroyed.
