South Africa’s Cabinet approved the 2026 Revised White Paper on Local Government at its 23 September meeting; the decision was published on 29 September. The document responds to persistent governance, institutional, financial and service-delivery challenges facing municipalities.

The government says the reforms aim to strengthen implementation, accountability, institutional coordination and financial sustainability. Cabinet also endorsed a time-limited Transition Management Body and a phased, whole-of-government implementation programme, jointly led by the Department of Cooperative Governance, the Presidency and National Treasury.
