Samsung E&A signed an engineering, procurement and construction (EPC) contract with SABIC Agri-Nutrients for the SAN-7 project at a ceremony on 9 September 2026 at SABIC’s headquarters in Jubail, Saudi Arabia. Samsung E&A said the contract is worth KRW 4.7 trillion, about USD 3.5 billion, and that it will carry out the EPC work exclusively. In a Saudi Exchange disclosure on 10 September 2026, SABIC Agri-Nutrients said its board approved the final investment decision and the EPC award on 9 September 2026, at a total cost of approximately USD 3.465 billion.
Samsung E&A said the plant is being built in the Jubail Industrial Complex in eastern Saudi Arabia and will use natural gas as feedstock. SABIC Agri-Nutrients described an ammonia plant of 1.2 million metric tons per annum, two urea plants of 2.6 million metric tons per annum combined, and a post-combustion carbon capture unit. It said the project is expected to raise its urea capacity from 4.8 million to 7.4 million metric tons per annum, an increase of approximately 54%.
SABIC Agri-Nutrients said construction is expected to start in the fourth quarter of 2026. It expects commissioning in the third quarter of 2030 for four months, followed by commercial production and project completion in the fourth quarter of 2030. The company said it will assess financing options, including loans and its own cash flows.
