PPSA, the Brazilian state company that manages the Union’s share of oil and gas production, announced the results on October 22 of its first auction of natural gas belonging to the federal government. The company said all 110 lots received more than one bid and that 32 firms participated. Thirty-six companies had qualified before the auction. The result establishes a competitive sales channel for gas allocated to the Union; it does not by itself show higher national production or lower market prices.

PPSA reported an average bid premium of $2.44 per million British thermal units (MMBtu), against an opening price of $1.80/MMBtu. The company described the difference as a 35% premium. It also estimated an average delivered commodity price of $5.83/MMBtu and reported total revenue of 377 million reais. These are auction and delivery-specific figures, not a general wholesale-market average, a retail tariff or realized receipts from completed deliveries.

The revenue estimate uses assumptions embedded in the auction design. PPSA said its calculation took a Henry Hub price of $2.9535/MMBtu and an exchange rate of 5.1447 reais per US dollar, alongside the premiums bid for the lots. That provides a reference for evaluating the auction outcome, but does not capture every cost buyers may face at delivery. In particular, transport beyond the specified delivery point is the buyers’ responsibility.

The edital published ahead of the auction set delivery capacity at 1.1 million cubic metres per day from March through December 2027. It divided that capacity into 110 lots of 10,000 cubic metres per day each. The 1.1 million figure is a daily capacity, not a cumulative volume for the full contract period. PPSA said delivery was planned at Petrobras’ Itaboraí Gas Treatment Unit in the Boaventura Energy Complex, with buyers responsible for onward transportation.

The auction proceeded through five consecutive sector-based stages. PPSA said ceramic companies won the largest number of lots, with eight winners; the glass segment recorded the highest average premium at $4.01/MMBtu, while fertilizer had the lowest average at $1.82/MMBtu. Those differences describe bidding in this auction, not each sector’s total gas consumption or cost burden. The company also said all lots were contested and prices rose at each stage, characterizations attributable to the auction organizer.

PPSA said it expected the contracts to be signed in the first half of December. The sale is an initial step toward a more formal and transparent process for marketing gas allocated to the Union under production-sharing and other state contracts. Contract execution, buyer readiness and access to transport infrastructure are still ahead. The results show competitive allocation for a defined delivery period and point; they do not yet establish an effect on security of supply or prices across Brazil’s entire gas market.

Lot count and daily capacity come from the official first-auction result and prior edital. The 1.1 million cubic metres per day equals 110 lots at 10,000 cubic metres per day each; it is not a cumulative contract-period volume.
