The State Bank of Pakistan’s 2 October circular instructed authorized foreign-exchange dealers on applications under the sugar export quota. It says the cabinet’s Economic Coordination Committee had allowed exports of 200,000 metric tonnes subject to conditions, and that the federal cabinet ratified the decision.

Implementation details rely on a 1 October memorandum from the Ministry of National Food Security and Research and a mill-wise quota list from the Pakistan Sugar Mills Association. The central-bank circular communicates processing rules; it is not the initial decision to authorize the quota.
