Norway’s Ministry of Justice and Public Security said on October 18 that it is preparing a new national strategy against violent extremism and terrorism. The government aims for the document to replace both the current counterterrorism strategy and the action plan against radicalisation and violent extremism, with publication targeted for early 2027.

The strategy is intended to cover early prevention, protection, prevention of attacks, response and limiting harm after an attack. The ministry is consulting municipalities, businesses, academia and civil society during the autumn and has also gathered input from groups representing victims and people affected by terrorism.
