Italy’s agriculture ministry said on October 23 that AGEA, the national agricultural payments agency, was launching a tender to buy extra-virgin olive oil carrying DOP or IGP protected-origin status for food aid to people in need. The tender specifies a minimum supply of 1,809,954 litres in one-litre packages and a total value of €16 million, funded through the European Social Fund Plus. This is a procurement plan and budget, not a contract award or evidence that the oil has already been delivered.

The ministry places the purchase within Italy’s National Programme for Inclusion and the Fight Against Poverty for 2021–2027, under Priority 3 on combating material deprivation. It is also part of a 2027 food-distribution proposal approved by the Labour and Social Policies Ministry, with a total value of €130 million. The €130 million figure covers the broader proposal, not this olive-oil tender alone; the ministry’s release does not give a breakdown of the other items within that larger programme.

The tender is divided into four lots and will be conducted entirely online. Participation is reserved for economic operators admitted to Consip’s dynamic purchasing system for food and catering. The release describes the intended procurement route but does not name suppliers, give lot-by-lot quantities or explain how the minimum volume is divided among the lots. Nor does it report bids, prices achieved, award dates or delivery schedules.

AGEA is identified as the body responsible for launching the purchase and implementing the food-support intervention. The ministry says it coordinates with the Labour Ministry and AGEA, which is an intermediate body for food-aid measures financed by the European Social Fund Plus. That institutional arrangement links the procurement process with the wider anti-poverty programme, while leaving the implementation details to the tender documentation.

The product requirement is for extra-virgin olive oil with protected designation of origin or protected geographical indication, packed in one-litre units. DOP and IGP designations identify products under European quality schemes tied to origin and production specifications. The ministry frames the scheme as combining food assistance with support for a segment of Italian agricultural production, but the release provides no estimate of the share of the €16 million that will reach growers or processors, and no producer-price impact estimate.

The ministry said the tender notice and attachments would be published on AGEA’s website. Until those documents appear, the announcement gives the headline budget, minimum quantity, packaging and procurement structure but not the detailed technical specifications or calendar. The distinction matters: a planned volume is not yet a completed purchase, and an allocated European funding envelope is not the same as money already spent. The next verifiable milestones will be publication of tender documents, bids, an award and, later, delivery to food-aid channels.

The €16 million is a planned tender envelope funded by ESF+, not expenditure or a completed award. The 1,809,954 litres are the minimum tender volume. Four lots are the announced procurement structure. The €130 million 2027 food distribution proposal is broader and is not added to the tender.

The agriculture ministry announced a €30 million programme on 15 October to replant olive groves affected by Xylella fastidiosa or convert them to other tree crops.
