French factory climate index jumps to 105.3 in October, led by transport equipment

Insee’s monthly manufacturer survey rose four points from September; order-book and production-opinion balances improved, while the results remain survey readings rather than output data.

France’s manufacturing business-climate index rose to 105.3 in October from 101.3 in September, according to the monthly Insee survey released on 22 October. The index gained four points and stood above its long-run reference of 100. Its increase was led by transport-equipment manufacturing, where the sector indicator reached 111, the highest level since January. The synthetic climate index is expressed in index points; it does not mean factory output grew by 5.3% or that production expanded at that rate.

The transport-equipment result was strongest across the major subsectors. Insee said the climate indicator for other transport equipment reached 117, while automotive manufacturing was at 101. Investment-goods manufacturing stood at 107. Food manufacturing rebounded by four points to 98 but remained below its long-run average, and other industries were at 99. The sector readings describe manufacturers’ assessment of conditions through survey answers rather than measured output, sales or orders fulfilled.

Several opinion balances strengthened. The balance for firms’ own production outlook rose to 19 in October from 14 in September, its third consecutive monthly increase and its highest level since February 2022. The balance for foreign order books improved to -1 from -10, its strongest since April 2022. The overall order-book balance moved to -11 from -16. These are balances between positive and negative replies, shown in percent and seasonally adjusted; a negative level does not mean orders fell by that percentage.

Other measures sent a more mixed signal. The balance for expected selling prices over the next three months eased to 11 from 15, although it remained above its long-run average. The share of manufacturers citing supply-side obstacles alone held at 31%, while the share citing demand obstacles alone held at 22%. Economic uncertainty rose to a balance of 36, compared with 32 in September and 29 on average since the series began in April 2021. The table notes that this uncertainty balance is not seasonally adjusted.

Insee attributed the overall increase mainly to opinions on domestic and foreign order books. The October industrial climate reading therefore reflects a shift in the mix of survey responses, including a particularly strong improvement among transport-equipment producers. At the same time, the survey’s broader outlook balances were not uniformly positive: general production expectations remained at -8, below their long-run average, even as manufacturers’ own production outlook reached 19.

The release is distinct from Insee’s quarterly survey of manufacturing investment intentions: this monthly report measures current business climate and manufacturers’ assessments, not planned capital spending. Survey balances and synthetic indicators are sentiment statistics, not realized factory activity. They can move before output data and do not establish that output, employment or sales have already changed. The October figures provide a snapshot from the monthly survey; Insee scheduled the next monthly release for 20 November 2026.
