The Council backed a two-year temporary duty suspension covering around 80% of Armenian exports to the EU; the regulation was not yet adopted.

On 2 September, the EU Council endorsed the Commission’s proposal for temporary trade liberalisation for Armenian goods without amendment. Subject to rules of origin, it would suspend import duties on around 80% of Armenia’s exports to the EU.

The arrangement would last two years from entry into force; some agricultural goods would remain subject to tariff-rate quotas, and safeguards could protect EU producers if imports caused harm. Parliament approval and a final Council step were still expected, so the 2 September announcement was Council support for a pending measure, not an exemption already in force.
