Bertin Ntumba, head of the Democratic Republic of Congo’s Association for the Promotion of Metrology and Standardization, discussed standards in infrastructure construction with engineers and experts at ExpoBeton in Kinshasa on October 9. He said standards should be developed through agreement among experts and other interested parties.

As reported by ACP, Ntumba described standards as generally voluntary guidance, with public authorities deciding whether requirements become binding. He also argued that testing, inspection, certification and accreditation capacity must support standards in practice. His remarks did not announce a new mandatory rule.
